Diocesan Synod of Fredericton

Motions carried by the

 127th Session of Diocesan Synod




1)  REGARDING CHANGES TO THE CONSTITUTION OF THE DIOCESE

That the present Constitution of the Diocesan Synod of Fredericton, be repealed and the Constitution proposed by the Committee on Constitution and Canons be adopted.

2)  REGARDING TRANSITIONAL PROCEDURE FOR ESTABLISHING THE DIOCESAN COUNCIL

That, the following transitional steps be taken in order to establish the membership in the Diocesan Council as per Section 11 of the Constitution:
1.  The Archdeaconry Greater Chapters be instructed to elect their respective membership to the Council as per Sections 11(1)(g) and (h) of the Constitution, and that the results of those elections be reported to the Secretary of Synod no later than December 31, 2003.
2.  That the Secretary of Synod, with the assistance of the Nominating Committee, seek nominations of qualified persons to be appointed to the Diocesan Council as per Sections 11(1)(i) and (j) of the Constitution.
3.  That the existing membership in the Diocesan Council remain in office until the first meeting of the newly formed Diocesan Council is held.

3)  REGARDING CHANGES TO THE CANONS OF THE DIOCESAN SYNOD OF FREDERICTON.

That, pursuant to Canon One to Eight as proposed by the Committee on Constitution and Canons be adopted and all existing Canons be repealed.
Carried with the following ammendments:

Canon One
a)  definition of incumbent amended to read -
"incumbent" includes a member of the clergy who is appointed under Canon Seven to the charge of a parish.
Canon Six
b)  1(3) delete the words:
", at the request of the Corporation,"
c)   4(1)(k) ammended to read:
prepare and submit to the annual meeting of voting members in the parish a full and detailed statement and account of the receipts and expenditures for the past financial year duly audited by a professional accountant or by two competent persons.
d)  7  delete the words:
", as the leadership team,"
e)   8(2)(c)  ammended to read:
preserve all books, papers and records belonging to the Parish Corporation other than the registers required under Canon Five and ensure their orderly transfer to the Diocesan Archivist, and
Canon Seven
f)   2(1)(b)  ammended to read:
may appoint a member of the clergy to a parish as priest in charge, deacon in charge, assistant curate or with such other title or designation as the Bishop sees fit,
g)   5 ammended to read:
Oaths and Declarations
5(1)  Priests and deacons at their ordinations and Rectors at their inductions or installations shall take and subscribe the following declarations:

I, N, solemnly declare that
(a) I profess the faith set forth in the Scriptures and in the Catholic Creeds and affirm my allegience to the doctrine of the Anglican Church of Canada as set forth in the Book of Common Prayer and in the Ordinal,
(b) in public prayer and in the administration of the Sacraments I will use the form of the Book of Common Prayer and none other except so far as shall be ordered by lawful authority, and
(c) I will pay true and canonical obedience to the Canons which have been or are from time to time passed by the General Synod, the Provincial Synod and the Diocesan Synod of Fredericton.

5(2)  Priests and deacons at their ordinations and Rectors at their inductions or installations shall take and subscribe the following oaths:

(a)  The oath of canonical obedience to the Bishop.

(b)  The oath of allegience to the Sovereign.

h)  6(a)  ammended to read:
forward annually to the Secretary of the Synod the reports and other information prescribed in section 6 of Canon Five,

4)   REGARDING THE GENERAL SYNOD CANON ON MARRIAGE

That this Synod recommend to the Bishop that following passage of amendments to the General Synod Canon XXI Ön Marriage in the Church," the Bishop establish an Advisory Commission on Marriage to which parish priests could have recourse, on a voluntary basis, for advice with regard to marriages, not just, but including, the re-marriage of divorced persons.  Also that a revision of the current forms be considered to be a trool for clergy to use in marriage preparation.

5)   REGARDING MARRIAGE IN THE CHURCH

That our Bishop be asked to form a Task Force and facilitate regional hearings, for the purpose of study of the issue of the General Synod canon on Marriage, finishing its work prior to the end of April 2004.

6)  THE WORK OF THE COMMITTEE ON CONSTITUTION AND CANONS

That this Synod recognize the good work accomplished by the Committee on the revision of the Constitution and Canons.

7)  REGARDING ANGLICAN MINISTRY IN NEW WESTMINSTER

That this Diocesan Synod of Fredericton express its gratitude to the Almighty for the godly work being carried on by faithful Anglicans in the territory of New Westminister Diocese who stand in Christian conscience opposed to the blessing of same-sex unions.  We fully support and uphold before God the honest and sacrificial efforts that have been made to minister to those congregations, parishes remaining within the Diocesan Synod, and among those parishes who have separated themselves from their Diocesan Synod.
We hereby declare that we stand in fraternal solidarity with those congregations witnessing faithfully for the Gospel and assure them of our continuing prayerful support and encouragement.

8)  ON THE ISSUE OF THE BLESSING OF SAME-SEX UNIONS

That this Diocesan Synod affirms and upholds the teaching of the Church and calls on the General Synod of the Anglican Church of Canada to affirm and uphold the teaching of the Holy Scriptures and the Church:
(1) that marriage is the lifelong union of one man and one woman to the exclusion of all others; and
(2) that no clergy person may bless any union or marriage of persons of the same sex; and that the Synod directs the Secretary of the Synod to memorialize this motion to the meeting of the General Synod of 2004.

Clergy Alternates to General Synod: The Rev'd Capt. David Edwards (Parish of St. Mark - Saint John), the Ven. Stuart Allen (Parish of Saint John), the Rev'd Canon John Matheson (Parish of St. Andrews), the Rev'd Eileen Irish (Parish of Minto and Chipman).

Youth Delegate to General Synod: Mr. Jamie Morrell (Christ Church Cathedral).

Lay Delegates to Geneal Synod: Mr. Keith Dow (Parish of Kingston), Mrs. Shara Golden (Parish of Fredericton Junction), Mr. Peter Irish (Parish of Minto and Chipman), Capt. Rob Marsh (Church Army).
